Rumor: Used Wii U consoles may allow owners to download previous owners' games for free

A member of the NeoGAF forums is reporting that after purchasing a used Wii U, he was able to download copies of games that the previous owner had downloaded without paying a cent. It should be noted that the console's memory had been wiped before he purchased it, which means one of two things: either the system wasn't completely wiped, or all eShop content is tied to the hardware itself.
